i would see the stipes as employed by the NHA.
i would see jocks and trainers as a supplier of services to the NHA.

So i imagine the stipe above is under a staff suspention so that the NHA dont end up at CCMA

The NHRA does have as its priority to regulate and protect the integrity of racing...Punting money ultimately pays the Jocks so for me a very grey area

This has become a massive thread and will carry on until it's brought to book and the longer it takes the more thoughts get highlighted and I have another one.

Considering the RA look after owners and in this case the owner was an RA member (he was given a cheque )
Plus considering that Hollywood refunded the bets a good gesture from the RA would be to let the owner keep the money, it may have happened?

i know if i were a stipe KZ would be fined for wasting my time with the objection or suspended for a month

All three should have been suspended....or the 2 who did not agree should have raised the enquiry. ..how does 1 abstain when they are there to give a decision? You cannot have stripes that abstain and therefore are never called into question for inaction.

This too will become theatrical with mystifying magical outcomes.....

Talk about horse racing shooting itself in the foot, when given the opportunity there is immediate inaction....
