If I read his comments correctly he is purely stating the following:
1.The normal fine for sending the wrong horse to the races is 1000 rand, this happens from time to time and if I was the trainer I would be very embarrassed but hey we human it can happen, and has happened only the public not aware.
2. The course officials then check the horses prior to the race and on this occasion the horse was allowed to run. That's not the trainers fault that's the officials fault. ( she was punished and dismissed so the action was taken )
3.His point is why is the fine now 10 k because of the whoo haa created he is merely saying why change the fine and I think he is right if they are changing the fine then it can only be for future and apply to all but not individual cases.

rob scott is 100%correct in the way he analysed the situation...after he brought the horse to the course..the r1000 fine is in order..its then in the NHRA hands,theirafter
....

The greatest offence that a trainer can make is haviing a RINGER Much worse than a positive test
due to misuse of medication The only saving grace in this case is that the trainer misjudged this horse
and ther was no money bet on it
Can you imagine if somebdy had put R500 plus on the horse?

I agree with Hassen Adams wrt the Fine not being consequent with previous fines for the same offence.
Bur what is Mr Adams doing about the INCOMETENCE of his Stud Manager and Private Trainer as he is ultimately responsible as HE appointed them.
Also what is the NHA doing about their INCOMPETENT Managers that employ the wrong people, give no training, DO no checks on the Competency levels of their employees, no developement program in place, etc, etc, etc. The Horse Identifyer got fired but according to the Labour Law and common sense any Disciplinary action should in the first instance be CORRECTIVE and not PUNITIVE.
While nothing gets done it is only the INNOCENT PUNTERS and scape goat employees that take the knock, and this in a multi-million rand industrry, the mind still boggles. Has this happened in the past, how regularly does this occur and how can anyone be sure it will not happen again and again and again.

Clearly in principle he is correct. Why should the fine be different whether catching the error is 10min before... or after the race, the offence is the same in that you failed to send the correct the horse to race irrespective of how it happened or what happens afterwards.
How the fine can be R1000 is utterly amazing. I was fined 2K for an incorrect date written in a passport once 10 years ago. The NHA employee lost their livelihood over this, and she just missed the original mistake made by someone else who was responsible. Seriously, how can R1,000 be a deterrent? Even 10K looks light for the possible consequences.

Hassan u are absolutely correct, why R10,000 when the last trainer got R1000.
This is why I am going to the appeal court in Bloemfontein for the R65000 I got for Voltaren . It will cost me in excess of R300,000 but the principle is something I most strongly believe in.The NHRA waste our funds generated by our horses.

Yes, it sets the benchmark for when the correct amount of R10 000 is levied , it can then be challenged

Should the fine be more than R1000, I don't think it should, when you make a mistake, but the tone here is more of one that hints to trainers doing it on purpose which i don't belive they would do. The days of "ringers" are gone with the advent of electronic chips this should in theory not happen.
The NHA have set the rule, R1000 for bringing the wrong horse to the races. Hassen has every right to challenge why they are now changing it in this case.
And no Hib's, i don't think he is bigger than the game but he does have a valid reason to challenge the fine. The other alternative is to keep quiet, pay and let the NHA do what they want when they want unchallenged...... now that would be a wrong...
