Sporting Post says there's is done just like overseas. Not sure if its Racing Post or the BHRA's tho'.

A change in system just changes WHO the winners and losers are.
A change from a dynamic system (on which reacts in a measured way) is different from an arbitrary system, like race figures. If you switched from an MR system to a figure system, the most immediate change would be horses that beat the 'handicapper'. So the big trainers win more, some horses win more in sequence, and the money is spread around less.
Of course a race figure system, a system with regulated penalties, plays better in conjunction with plate races (set weight races in other words). So you would get bigger fields and more takers in set weight races than now.
The flow of money changes, and also WHO tends to get into feature races for older horses would also be different. The MR system definitely keeps poorer (ability and earnings) horses in play for longer. Also, that must come at the expense of stronger horses who are kept down by weight.
