ota your scenario would cause riots on a daily basis as in nearly every race there is interference whether it be at the start when they jump or in the last 2 furlongs or is your way going to state that you can do what you want for the first half of the race but the second half must be zero interference...so trip tease jumps outwards at the start and badly impedes a horse who finishes 5th 9 lengths behind him so must triptease be demoted...

You have forgotten about the JOCKEY who can cause interference by going for gaps that do not exist, not changing the stick etc. Yes horses are animals but Jockeys can and do make mistakes which does influence the results - I also believe that the subjective nature of the objection is wrong - We have a MR system for handicapping - A strong substance and medication chapter but we allow a subjective and often controversial rules to decide the most important aspect of Racing which is the winner. Why? How, when we take into account that horses can be unpredictable, can we ASSUME we would know the result of a race after some type of interference? Often you see a horse stagger with 50 to go and the result changes in seconds -

nearly every sport has subjectivity soccer cricket rugbyetc which involve only humans who can talk they all have it and even with modern technology they still have the human element involved and they still make mistakes ,,,there is no perfect solution in any racing country but there is no ways you can use ota recommendation in my opinion

ota the national horseracing authority have advertised in the computaform there annual general meeting for the 12th of January at tftein why don't you attend and bring up this matter regarding objections ..I see our former flagbearers of abc are bringing up matters

Can we maybe place more emphasis on the JOCKEY - If we agree that he/she has the capacity to reason as opposed to the horse and obviously knows the rules of Race Riding - If after consideration it is found that Jockey A had other options that he could have used which would not have led to the incident then unfortunately the HORSE and Rider must be sanctioned as you would a player in a Rugby team that committed an offense. If Jockey A tries to get a position on the rail from a bad draw(let's say at the 1000m mark of a 1800m race) and recklessly bumps another horse to get that position then that horse should be demoted to last and the jockey fined. Similarly if two jocks are in a tight finish and both are using the correct hands for the stick and Horse A hangs onto B AND the Jockey on A tries to straighten the horse BUT it still causes interference then I would think that result should stand.
