Decentralised handicapping

In view of the decentralisation of handicapping does anybody know who will be responsible for adjusting the MR of raiding horses.ie. a Gauteng horse goes to Durban and wins,requiring adjustment.Will that be handled by the Natal or Gauteng handicapper?
Please can someone explain the MR of Zorba in Race 4 at Scotsville t'morrow.Last run was in same race as no.1 Wood be Magic and finished 4 lengths behind him,but his rating has been raised 3 and Wood be Magic 0 for that run! (Wood be Magic was raised 3 for it's subsequent third) Why would that be?

all ratings in gauteng cape and natal been raised 3 points...kimberly pe and vaal sand i think been excluded

I think thats right Pirates,but I still can't get the WbM/Zorba relativity tho! On that run,in isolation,Zorba has been handicapped out of it.

OK,I get it....neither ran to anywhere near their rating and no downward adjustment was made to either,based on that one run,which makes sense.
