Normaly theres a cut off time where reserve runners are able to get a run. I thought it was Mid day the day before the race. I could be wrong though. I.E A horse has to be scratched before mid day the day before races for a reserve runner to get a run.

That is very poor from the bookmakers, what they should have done is void the market, and priced up as a new market.

I think the cut off time is 8:30 am on raceday? Bookmakers are not allowed to price up on reserve runners, by the way,

Perhaps someone should ask Dean Finder this question on the show ? It seems fair that the scratched runner shouldnt be charged a deduction if the percentage is less than the emergency acceptor coming into the race.
