Who Decides the Local Exotic Venues?

Who decided to cover the full bouquet of local exotics for the French Chantilly meeting today, and ditch the Pontefract meeting completely?
The bipot of R800 and Jackpot struggling to reach R1k as I type this speaks volumes. It was similar yesterday with Nantes exotics. These decisions should now surely be common sense but seemingly not. UK racing is ALWAYS more popular than France. ALWAYS.

I'm not sure even a shout on top of Mt Kilimanjaro will move them. They think they have done and delivered their job and the 'addicted' punters will lay their bet whatever the circumstances. I once made noise about this but they dont even respond.
Let me ask again these 2 questions..
1.WHO IS RESPONSIBLE FOR CHOOSING THE TRACKS ie IF THEY ARENT CHOSEN AT RANDOM???
2.IF NOT RANDOM SELECTION; DOES THAT PERSON UNDERSTAND THE TRACKS FOLLOWED BY PUNTERS?

Carryovers required, easier to source from French racing compared to UK,

One thing for sure it will be a Cape horse. No gallops this year I think open to the public?
