Is there a charge for change of ownership?

I think there have been requests made to the NHRA asking for a reduction.
Have also heard that a big trainer has requested the nhra ask their vets to help with euthanasia of dumped horses.
Tragic times

Should any Tom dick and harry be allowed to try their luck at breeding?
Some type of quality control needs to be put in place for breeding purposes.
Less horses and better horses will mean less have to be euthanized as they got a better chance of bringing some money in for the owner.
Less horses overall would also mean more places in other equestrian sports for horses who are not very good at racing.

I think during these times where owners and trainers are feeling the pressure they should really make it no fees or very minimal charges for registering ownership, authority to act, change of ownership. The Nora must find the money elsewhere, right now it’s important to ease as much of the costs.
With regards to the vets, if they continue with ridiculous bills, why don’t they employ vets and bill the trainers in a way where they just break even. Would be the end of fancy vet bills.
