NHA Press Release – Fairview Racecourse – Loading of Horses into Incorrect Starting Stalls

An investigation was opened into two horses being loaded and jumping from the incorrect Starting Stalls in Race 1, at Fairview on 10 May 2019.

During the course of the investigation it was found that the NHA Starters had failed to perform and fulfil their functions and obligations respectively.

As this is the second offence of this nature, an internal disciplinary process will take place and the appropriate sanction will be given.

The Rules of the NHA stipulate that it is the obligation of the Rider to ensure that his horse is ridden into the correct starting stall (Rule 61.6.3.2).

The Stipendiary Board was of the opinion that the error did not affect the outcome of the race and on that basis, the Jockeys in question Mr G Cheyne and Mr K Steyn will be given the penalty of a warning as this is their first offence of this nature.

previous posts on other issues have shown that NHA and racing SA refuse to take responsibility when they f up. if the jocks loaded incorrectly it is the starters job/function to fix said f up prior to race jumping.
how they can say the result would was not affected is beyond me. they are implying that draws are irrelevant the two horses were .75 l apart at the finish and could have resulted in a significant change in the QUARTET pay out if they had jumped from the correct stalls.

Seriously!! You have to be kidding! The circus just gets bigger and better. So this is not the starters or his assistants fault!! The jockeys are to blame !!! And the mistake made no difference!!. So why bother at all with draws?? I cannot believe what I've just read. Someone needs to get Vee or Hyde to explain. This is ludicrous. It makes a mockery of rules.. oh sorry guidelines!!! The draw is just a number ..just a guideline..no problem if you go in 5 instead of 6 or 7. What an embarrassment.

Another issue...

There was a raid on the jockey room and seemingly , what the issue the riders have is that the raid was done during a race and the inspection team were found going through the riders bags without them being there or for asking permission.

Also hearing a senior jock let them have it!

During the course of this race meeting, The National Horseracing Authority’s Senior Investigating Officer conducted a search of the Jockey’s Quarters.
During the course of this search, it was established that, Jockey L Mxothwa was in possession of 2 cellular devices.

Jockey Mxothwa appeared before the Board and was questioned regarding his possession of these devices.

In this regard, he explained to the Board that, he had forgotten that he had failed to hand these devices in to the Clerk of Scales and had them on his possession.

In order to support the above version, Jockey Mxothwa allowed the Stipendiary Board access to the devices in question, this enabled the Board to confirm that there was no evidence of skulduggery or sinister evidence on either device.

Notwithstanding the apparent lack of intent on the part of Jockey Mxothwa, the possession of the cellular devices still amounted to a contravention of Rule 56.2.4. Accordingly, Jockey Mxothwa was issued with and signed, an admission of guilt for the minimum penalty, of a fine of R3500.

I think it is shocking that the jockeys get blamed in this instance
The system is that the starter or assistant starter is responsible to place
the saddlecloth number on the correct gate at the rear
It must be remember that often there is a change due to a reserve runner either
being scratched or not
And then there are late scratchings
Jockeys are busy on race day and if you are riding daily it is very difficult to remember
every draw number
But then Mr Hyde etc etc have never been on a horses back
