This is "organised" bush racing. Like the Dundee July.
Unfortunately there is the underground version too, which is where there is NO regard for horse welfare, and where horses are merely discarded once the races are over and they are no longer of any use to the owners (Too broken from the races anyway)

To an extent - owners need to ensure that rule 41 is correctly adhered to. Unless this has been done and the horse is correctly disposed of, the OWNER (As per the NHRA) is responsible for the horse "For the rest of its natural life".
I do not know if the rules were adhered to in the recent case of the 2 horses in Philippi, but I am sure the NHRA can shed some light on this issue.
Once the horse has been correctly disposed of, there is no more responsibility on the part of the OWNER.
In this case, the answer to your question is NO - I am not insinuating the owners are involved, as I do not have all the facts.
With regards to bush racing on all levels, only the NHRA will be able to confirm if the horses were correctly disposed of from racing.
In the second part of my post, when I refer to "owner", I am talking about whoever presents the horse at said bush racing meeting as theirs. On completion of the bush racing, these horses are mostly no longer of use the owners (Bush racing owners) and are left on the side of the race.
In the case of the "bush race meeting" that involved the 2 stolen TBs, there were plenty horses lying on the side of the road in the Delft area (TBs as well as other breeds).
I hope I have been able to clarify the different owners (NHRA registered vs Bush Racing owners) I am referring to in my reply.
