There should be an enquiry into every panel of stipes who have not immediately launched an official enquiry into any jockey not riding their mount out.

This unfortunately will not happen so day in and day out the jocks that stop riding get because they are winning a race get to transgress the rules and nothing is done. If I was a jock who got suspended i would take the last ten rides where stripes have done nothing and counter with an argument of victimisation.

The above is an example of what could/does happen as a result of stipes not doing their duties.
