Tab Double Dividends

Played the carts this morning. Took a double @Dubbo on races 3 and 4.
After the 1st leg double will pays with no. 9 shows R1000. After 9 wins (not a fav) the final payout is R400 and carryover of R1200.
Is there a reasonable explanation for this?

No fractional betting on doubles. It was taken for the full unit.
Can't understand how there is a carryover. Unless its one of those lesser known rules?
