Karma, you're quite right they pay 4th place on 14 runners, irrespective of scratchings....I play this e/way bet with 4 runners quite often.

The odds offered are so ridiculous
for us that like to play place multiples early on
Then we have the tote - 25 % take out on place bets-and we have owners and trainers telling us they don't care about the punter lol
Since the spat between the two we have had the odds cut down and bets that were popular done away with - they don't even offer swingers for UK races LOL
Dev addressed all the technical issues but now silent on the important one
We are mugs

Take out is a necessary evil if we want a continuation of the game. Local racing is not a huge money spinner for the operator except as far as broadcasting rights go.

Grow the entire game and these percentages could surely be adjusted in a positive manner for punters but the percentages is the lifeline at the moment and will continue to be just that if the status quo is maintained.

Racing is in a catch 22 as punters are not happy but everyone needs the show to go on. Exactly why I cannot understand, the reluctance to try a few new growth initiatives.

We hear that the industry is mainly funded by the the tote and too little contribution from the fixed odds market-well if the operators would wipe the crap out their eyes they would apply to extend the existing tote to include fixed price odds(AKA betting exchange model)
It surely follows that if the tote captured a larger share of the market , the % take-out could reduce, and yet still achieve more income!
No lateral thinking in that camp though.
