Epic Tale - how come hes allowed to run?

I thought only horses rated 80 or better are allowed to raid?

He runs of a net rating of 73 after arriving a MR 75.

When Futura arrived he was not allowed to run in hcps until his rating was over 80 and was forced to run in plate races..

Have the rules changed?

Apparently when Mr Bass submitted his list of horses for Durban the horse qualified(77mr). Due to the cost of getting horses here etc the rule was made that the horses could have 2 runs at under the 76mr to get it back up over that mark. Unless he gets the mr over the 76 today he will not be able to run here again for that stable.(sounds a bit confusing but I am rushing to get to the course)
