AHS - CT lockdown

I was just wondering if all the horses that come to compete in PE will be allowed back into Cape Town or does the horses get examined by the vets and based on their findings get permission to return or is it a matter of when outside the province you can't return?

Horses may travel OUT of the WC freely.

However, any horses that want to travel back INTO the WC are required to get a movement certificate from the local state vet before they are allowed to travel. So yes, horses may travel from PE (and elsewhere in the country) back to the Cape on condition that they have received the relevant clearance by their local state vet.
