Betting Shop rules

Hi,

i'd like to start a business in Africa (South Africa, Nigeria etc) opening some Betting Shops.
Is there some official document and law to read about them?

I'd like info about:
- a limit on the wagered amount for a single bet
- winnings' payment (cash? check?)
and so on

Licences can be very expensive in SA, millions of Rands

think u rather try NIGERIA...south africa is way over subscribed

Thank you guys for your answers. Do you know some website where i can find more info about laws, limit on the wagered amount, winning' payment methods about betting shops? I found only website about gambling, and online betting, but nothing regarding betting shops.
