Who are these people that place large bets on a horse on the tote when it becomes apparent that the horse is about to be scratched?

Horse with an attitude - listening to Craig Peters, the winner stopped to a walk immediately after the winning post - can picture the horse thinking, "oh well, I've done what you wanted me to do, i'll just stop to a leisurely walk, thank you very much". Chances are the jockey must have been thinking, "not again" before almost bulleting between the horse's ears:D
