Surely the solution would be for owners and game parks to dehorn all their rhino themselves. The horns could then be sold on the open market.

Scientific testing has confirmed that rhino horn is NOT medicine.
The illegal trade in rhino horn poses the greatest threat to rhinos today. The
trade is run by organized crime syndicates, who stay in business because
of the medicinal myths about rhino horn.
Unfortunate beliefs throughout China and parts of Southeast Asia attribute
medicinal properties to the rhino’s horn. Illegal rhino horn is sold in “cuts” or
manufactured into “medicine” and marketed as a “remedy” for pain, fever,
acne, laryngitis and even as a cancer treatment.

• Critically Endangered Javan Rhino: 48
• Critically Endangered Sumatran Rhino: Less than 200
• Critically Endangered Black Rhino: About 4,860

• Near Threatened Southern White Rhino: Approx. 20,600

poison the horns you sell - kill a few of these sexually deficient men and the trade will stop - there is no time for education - stupidity deserves a solid reaction as the less of these fools that can breed the better!
