why are the pick 6 and jackpot rules regarding first timers different?

anyone care to explain why in a pick 6 if a first timer wins the best placed raced horse quakifies but in a jackpot only the first horse past the post qualifys?only the unraced ohiki bay qualified for the pot tonite but in the pick 6 number 8 also qualified

I could be wrong but think it was done to increase the dividend of the jackpot in the same way as there are no coupling for jackpot

1st timers and couplings have not qualified for j/pots since the introduction of the new rules some time back
Give everything but up!

Jackpot rules were changed to be uniform for overseas venues. Couplings and
the "first timer" options were removed.
