TOTE TAKEOUTS ON EXOTICS

I THINK THE TAKE OUT(TAX)ON EXOTICS IS AROUND 25% OR 20%...ANYWAY WHATEVER IT IS...I THINK ITS VERY UNFAIR TO TAKE THE WHOLE AMOUNT OUT WHEN THERE IS A RAIN INTERRUPED MEETING...
I THINK IT SHOULD BE PRO RATA..DIVIIDING THE TAKEOUT AS PER THE NUMBER OF RACES RUN...SO IF 2 LEGS WERE RUN ADIVIDEND DECLARED SHOULD BE GROSS POOL ..LESS 7% TAX AND DECLARE A DIVIDEND IF 3 LEGS HAVE BEEN RUN...10.5% AND SO ON...DONT U THINK THAT,THAT IS FAIRER TO THE PUNTER....ANY SUGGESTIONS
