According to the Rules of Racing, compulsory retirement occurs when horses have reached the age of 11; have bled 3 times; are found to have an irregular heartbeat three times; or have a rating of 20 or below.

The second one is certainly true in SA. I don't know about any of the others.

I am an unlucky owner have a horse over 11 years, does bleed, has irregular heart beat, rated 10 and has one other problem..................
