What is the NHA actually about?

Race 5 at Mauritius was run and when the result was broadcast,the tote fav.was no.4 (which happened to drop it's jockey in the race)
When the final result was posted,the tote fav. was changed to no.5(which ran 2nd).
Now,bearing in mind the NHA rule about manipulation of tote favourites,I would think that they should be particularly concerned about it happening after the result is posted.
I wonder whether we can expect,at least,an enquiry?

It leads me to another point of interest.I received a ballot paper for the upcoming NHA election and,after trying to find the answer in the rules and constitution,I need to ask whether anybody can advise the qualifications required to serve on the NHA ?

How does it differ from the old Jockey Club?

The jockey club was not made up of part-timers,they knew their rules and enforced them.....other than that,not much!

The Jockey Club receieved its income/revenue from the racing clubs; it was accountable (in a way) to them.
Province also had a delegate or two on the Jockey Club board who could question them in the public interest.

Today, no representative from the Gambling Board...... and it receives its income from P & GC.

Do the jockey club still remove samples from the testing phase?
During the 80's , 90's and up to around 2005 samples of OLD MONEY horses would be removed from the testing line - excuses ranged from : OOPS the sample got damaged, its his/ her birthday, no need to test this one, the 2nd sample seal broke, the 2nd sample fell and broke!
