Two more rules that have become forgotten:
Rule 62.1 : Every HORSE shall be be run and shall be allowed to run to the best of its ability and on its merits.
&
Rule 62.3.1 :The TRAINER of a HORSE shall ensure that such HORSE does not run in an inconsistent manner(also referred to as "reversal of form" or "in and out running").Where inconsistent running or a reversal of form has or may have occurred,an investigation into such matter may be held in terms of the RULES.
Rule 62.3.2 :When,after an investigation in terms of RULE 62.3.1,a HORSE is found to be an inconsistent runner,it may be suspended in terms of RULE 93
Before we continue,can reversals of form be eliminated by good regulation? Of course not!!!!!...the nature of the beast says that upsets will always be part and parcel of the game.However,can regulation improve the situation? of course yes!!!!
The first rule suggests that the intention is that horses should not race until fit and sound enough to run as near as possible to its MR so as to prevent punters betting on horses having a training gallop in a race.(a horse with a MR of 100 running 75% fit runs 7 lgths off its rating- no different to it being "no good")
The last two rules are worthless without an agreement and definition of what constitutes inconsistent.The only measure is the MR achieved in the race and these are tracked by the handicappers for every run,of every horse,anyway....an inconsistent graph should be easy to monitor,and then measured against the definition.
I would think a yellow card /red card system of some sort,would work!

Thanks again Rob, I read a post recently re: can a trainer have a pacemaker in the race for his fancied runner/s. It happens overseas but is it in the rules here?
I suppose if a horse is a front runner and fades its not regarded as inconsistent.

Consistency must be measured by its MR achieved in the race against its previously earned MR,I would think.
Todays racing at Dbn'ville should keep the NHA up half the night if they were applying this rule BTW.

Pacemakers are not allowed in the UK dave,although obv it does happen,Red Rake ran a bit too fast early on Saturday to finish in his best possible placing?

Not allowed? well I never, often hear them reffering to the pacemaker for Obrien's runners.

Nope, not in the uk or Ireland,they run on their merits,might be different in france with the tote couplings etc..

Dave,the test is in the rule.If a horse was sacrificed as a pacemaker,would that breach Rule62.1 above??

It might be against the rules but I am sure many a horse is sacrificed to ensure a "good pace" for the stable fancy, if not mistaken have seen horses pulled up at the bend after they have done their bit just like cycling and athletics where world records are at stake.
So again rules are not being adhered to or broken without punishment.
