because interbet is a more expensive way of offering your product than just selling to your customers. if that customer is behind you can take him head on.

you have to offer longer odds, and you are charged a fee to do so, most bookmakers will much rather prefer to deal direct.

Interbet is merely a vehicle for bookmakers, one of several.

So bookmakers offer if they feel like it, if they already full they don't have too.
