on Sat, the race 1 pik3 pays about R150, with a 70-1 outsider winning the 2nd race.

Today (KZN), the 6th race p3 pays a little over r100, with none of the horses above 5-1 and all small fields!

You can contact the SAHRC for the Access to Information Act forms also (Tel- 011 484 8300) & whom to speak to. I think you will end up with the Public Protector if you do not get the info to take up the issue.

Trying to get English owners to have horses in SA on the basis that " the cost" is the mitigating factor. They failed (i am sure) to mention the rot that has set into the running of our racing.

Lets see if AW can prove or disprove the theory before we start accusing. They must be allowed a fair chance to defend themselves or disprove our theories. If they dont, then we can only assume that they do have something to hide.

I can confirm that in 1985-88 my mate worked at the tote at turfies and in 1000m races (a team of 3 guys) were canceling bets at the 200m mark.

As for manipulating the pools this HAS been going on since the tote system started, i have even done it myself once to ensure a massive pa payout (@ bloem) this was don by a R45k WIN bet being placed on a 33/1 shot after the 6/10 played up and was obviously going to be scratched. This form of manipulation is not deceitful (imo) as i was maximising my PA return and infact i did invest in securing this.

So the mechanisms for this sort of thing are in place, NOW over the last 4 weeks a few things have not stacked up ( the shocking quartet div @ clairwood in the maxipool race is case in point) where the pool "jumped " over 150k in 3 minutes and the quartet paid a paltry sum.

So at this stage of the game i would say its 1/33 something is rotten.

the late Derrick Wiid often repeated to me the isntance of the 'open' secret where an official (who ended up in high places), who was in charge (full, unhibited control I would say) of the system , set up such numerous 'coups' until he was cought out- nothing came of the scam; no investigation, no charges, no monies returned....: so much better than some of the rot going on in our politics currently!

Twice in recent teletrack broadcasts Bloomberg refers to neil andrews’ habit of cancelling tote bets (to increase the dividend).
I first reported him about 10 years ago doing this in Randburg Tats, with his big mates (among them all the “celebrity” teletrack presenters) cheering him on.
I was then assured that cancellation of bets were not allowed.
However over the years I have often seen pools behaving erratically.
A letter to saftote with screenshots of how a pool suddenly shrunk seconds before the off received no reply. (one reason why I will not support the tote)
I also have a couple of K lying around that I would like to use to manipulate the dividends – any “celebrities” out there that can help me doing this?

This is how the scam works – he puts 10K or perhaps more on a horse for a place, dividend is shit and horse is ignored by punters who see the dividends (mostly the mugs in the totes). Now the celebrity yanks 9K just before the off and dividend jumps from say 1.2 to 2.2. He has now massively increased his betting %, which after all is the most important part of gambling.
When I first saw him do this 10 years ago he wasn’t as flush, and used about 4K for the scam.
In the exotics he creates false favourites for scratchings – 10K or whatever on a horse, is tote fav, small dividend and ignored by punters - yanks 10K before off and another horse is favourite.
If my examples are incorrect, the celebrity or his employers can always correct me.

Is this white collar crime? – yes absolutely.
“Connected” people get away with it

It not possible to disprove the theory...

the fact is...bets are being processed after the jump..
that evidence can be seen on the toteboard and tote web page win/place

Whoever is doing this..is ripping the dam from underneath the duck..

the real issue is..

THE AUDITORS are guilty..

GUILTY by the evidence that the tote still changes when the horses come into the straight..

THE AUDITORS have charged Phumelela Millions to ensure that "CHECKS & BALANCES" are in place..

THE AUDITORS have audited IT SECURITY and ensured "ROLE BASED SECURITY" which includes segregation of duties...ie. one person cannot capture invoice, approve the invoice, and print the cheque..

the bottom line is..WHATEVER appears on the PHUMELELA INCOME STATEMENT and BALANCE SHEET is questionable..due to the AUDITORS inability to do audits..
the inability can be seen by the fact that the tote changes during the race.


The IT guys will have milions of excuses..

Unfortunately...and EVEN WITHOUT looking at the DATABASE LOG TAPES..every IT guy, (including the tote IT guys) in the world knows, and i mean KNOWS that transactions are being processed after the jump of the race..

Will still attempt to get copy of DATABASE LOGTAPES..
HOWEVER..I think..the tote and their auditors have some work to do..

TO FIX THE PROBLEM...
FIRE A FEW PEOPLE....
MAKE A PRESS RELEASE.

Its the only way they can save face...else the share price will fall..
