Stipes need to know what the intended racetactics is for each runner and the instructions to jockeys BEFORE THE RACE then can easily make a judgement if things like this happen

Why would you want to negate the element of surprise by disclosing your tactics to the others before the race - can't say i agree.

You dont disclose it to others .... you disclose it to the stipes so that when your instructions was to sit up with the pace for example .... you dont sit at the back or in 2nd and let the pacemaker go 20 lenghs clear ...
