Do we assume that individuals impacted by this scourge do not have families who should do everything they can to resurrect their loved-ones' livelihoods? It's noble, and we love the sport, but why should racing & related associations be required to intervene, unless their mandates are such. I work in mining. If you arrive at work under the influence of alcohol or drugs, you are dismissed. No 1st warning, final warning, extended final warning ….etc.
