I think he did say that BOTH Jocks and Starter would be involved in inquiry's - I understand that you should play the ball not the whistle but really the Jocks were more awake than the starter

You have to place open tote bets in the last few minutes of a race it seems. Looks like the software is on a timed stop loss system
