Severe scrutiny from who???? they answer to no one ...........except the operators that they should be regulating!
I have often felt like one of few, interested in what they up to.

....from joe public or a concerned racing enthusiast or 2...:S...never before would anything be leaked and we would be all none the wiser.... a stipe aiding a prominent ex jockey wannabe trainer pass an exam.....WTF....never in all the years has this type of scandal ever surfaced from the previously known Jockey Club....:

not sure if that was the exact complaint,the fact that no one can remember the Jockey attending to take the exam is the complaint i believe..
