Rule 61.5.10.2 the horse is declared a runner ??? WTF??

What a load of BULLSHIT... the gate does not open on time and the horse tries it's best to make up the ground and runs 4th, BUT gets penalised for it by therefore being declared a runner??

What a load of bulls*** clearly not taking the punters interest at heart??

Only 6 runners, MS finished in the first 4, it is now a runner, if I was a Stipe I'd get out of there now, an absolute joke. Surely sanity/logic should prevail.
