It is certainly not Oscars fault.... The whole thing was a bit of joke ( not the horse being whipped ) , if the horse in question wanted to run and got into stride immediately, Oscar would not have come close.

Sorry - you can hear horses being whipped from the grandstand - there's no way he didn't hear the whip falling.

However, kudos to Oscar and his team for trying to distance themselves from it after the event - at least they showed some intelligence and PR skills.
