Flamingo Park Monday

Guys, how does it work when a horse gets scratched? I had # 5 in Race 4 in my PA and I'm sure it only got scratched before the off. I know that normally it only gets included if the favourite wins but surely that is before the off of the first leg. Did 5 get scratched before the 3rd race already?
